23 September 1986

Dear Mr. Morris:

The full board of Directors of the International Indian Treaty Council recently met at the 11th Annual International Indian Treaty Conference at Big Mountain Dineh Nation on June 8, 1986.

At that meeting the situation of both you and Ward Churchill was discussed at length by the Board. You were sent and received an invitation to the Treaty Conference, but apparently you elected not to attend.

It was the decision of the Board of Directors at that meeting, with unanimous consensus, to remove both you and Ward Churchill from any further affiliation with the International Indian Treaty Council or the American Indian Treaty Council Information Center. I have been instructed by the Board of Directors to relay this notice to you.

The activities of both you and Ward Churchill have been extremely divisive and damaging to the IITC. We have great and serious responsibilities to the Indian people of this hemisphere and cannot allow any single person to disrupt in any way our urgent work, for whatever political and/or personal reasons.

Your activities were a great disappointment to our organization because of the fine work and contributions you made in the past to the work of the Treaty Council. It is unfortunate that you allowed ambition and other pressures to put an end to your affiliation with us.

This letter is also to remind you that the IITC is an organization, and not a movement, and that any and all members and affiliates are subject to the decisions and guidelines of our legally constituted organization and Board of Directors.

We'll leave any discipline or further action from the American Indian Movement to that organization's National Governing Council.

The decision of the Board of Directors is final without any right to further appeals. Should you persist in attempting to misrepresent our organization or divide us, this letter shall be made public.

William Means Executive Director
Bill Wahpepah Director of Information And Trustee
